Living minimum income

At the end of May 2020, plunged into an unprecedented global pandemic, Spanish society welcomed with open arms the government’s announcement of a measure aimed at combating extreme poverty, under the slogan “que nadie se quede atrás” ( which can be translated as “that no one is left on the sidelines”). This is the minimum vital income (ingreso mínimo vital in Spanish).

Its payment is subject to an active job search and can be combined with wage income. Foreigners with one year of residence in Spain can also access it.

The amount of the allowance is calculated according to income, assets and expenses, and varies between 461 and 1,100 euros per month and per household. To benefit from it, you must submit a request to social security, the town hall or the autonomous community.

In France

On the other side of the Pyrenees, this aid is called the active solidarity income (RSA). It provides people without resources with a minimum level of income that varies according to the composition of the household. The RSA is open, under certain conditions, to people aged at least 25 and to young workers aged 18 to 24 if they are single parents or have a certain period of professional activity. unemployment insurance

The contributory benefit provides financial assistance to workers who have involuntarily lost their job and have 360 ​​days, or more, of unemployment contributions. To benefit from it, you must therefore have contributed for at least 360 days during the 6 years preceding unemployment. These contributions must also not have been used for another benefit. If the worker becomes unemployed and does not benefit from these contributions, he will have to apply for a subsidy or extraordinary aid from the SEPE (the equivalent of Pôle emploi in Spain).

At present, unemployment figures are at their lowest since 2008. According to the Spanish Ministry of Labour, the number of unemployed fell by 74,381 people in November 2021, making a total of 3.18 million jobless people. . A historic drop.

The financing of the unemployment insurance scheme is ensured by means of contributions based on the salary within the limit of 4 times the monthly social security ceiling, i.e. €13,712 in 2022. Since 2019, only employers contribute to the insurance unemployment. Employee contributions have been abolished, except for entertainment workers, employees working in Monaco and certain expatriate employees. The State participates in the financing of unemployment insurance, replacing the abolished employee contribution.

Help for large families

Families with three or more children, and in some cases even two children, can benefit from certain aids and benefits for large families, including tax assistance.

This aid consists of a deduction of 1,200 euros per large family in the general category (3 or more children) and 2,400 euros for large families in the special category (more than 5 children) from personal income tax. (IRPF).

You can also request the advance payment of this deduction. The deposit will be €100 (general large family category) or €200 (special large family category) per month throughout the year as long as you contribute to social security or mutual insurance.

Additional help for the load of a minor

The child assistance supplement is a new social benefit, effective since 2022, which varies between 50 and 100 euros per month for low-income households with dependent minors.

A monthly amount is charged for each dependent minor. Here is the grid as of January 1, 2022 of the amount according to the age of the minor:

For each child under three years old: the aid is 100 euros per month.
For each minor from 3 to 6 years old: 70 euros per month.
For each minor aged 6 to under 18: 50 euros per month.

Family allowances

Family allowances are granted without conditions of activity from the 2nd dependent child residing in France. Their amount is modulated according to the resources of the household or the person in charge of the children, and the number of children. The net income for year N-2 is taken into account. There are 3 income brackets.

Lump sum allowance

The flat-rate allowance is paid to families with at least 3 dependent children who lose the benefit of part of the family allowances when one of the children reaches the age of 20 (i.e. the age limit for the payment of family benefits), that he is still living at home and does not receive a professional income of more than €982.48. To benefit from it, the family must open the right to family allowances for at least 3 children, including those who reach the age of 20.

The allowance is given in respect of the child concerned for one year, from the 1st day of the month in which the child reaches his 20th birthday to the month preceding his 21st birthday. Its amount is €85.02 on 1 April 2022. Like that of family allowances, it is in principle divided by 2 or by 4 depending on household resources (year N-2). However, a decreasing supplement may be paid when the family resources received during the calendar year N-2 barely show the ceiling of resources applicable to the household.

Family support allowance

This benefit is offered to bring up a child deprived of the help of one or both parents or to supplement child support, the amount of which is small.

The Asf can also be paid as an advance in the event of unpaid maintenance by the other parent. The conditions for benefiting from it are as follows: living alone, residing in France, having at least 1 dependent child, if the child exercises a professional activity, his net monthly remuneration must not exceed €982.48.

Basic allowance

Paid following the birth or adoption grant, the basic allowance helps to cover expenses related to the upkeep and education of the child. It is paid subject to resources (same ceiling of resources as for the allocation of the birth bonus) from the birth of the child until the last day of the calendar month preceding his 3rd birthday. In the event of adoption, the basic allowance is paid for 3 years from the arrival in the home of a child under 20 years of age.

The basic allowance at the full rate amounts to €175.88 while it is €87.94 at the partial rate. To receive the full rate, resources must not exceed €27,219. The partial rate can be paid up to €32,520*
