This email begins with a reminder of the “Sapin law of 2016” which “lays down principles aimed at establishing more transparency in the process of drawing up public decisions and in economic life, with in particular rules on the representatives of interests and on the protection of whistleblowers. A document that can be consulted on the website of the French Football Federation. “The sending of this letter, while the procedure was known, nevertheless takes on a significant scale, a week after the SoFoot article”, judges an employee of 87, boulevard de Grenelle.

“The will of this law is to better act against corruption and knows them to probity. Taking into account the recommendations of the French Anticorruption Agency and in the extension of the actions already expected by the FFF on this subject, the Executive Committee of the FFF validated, in July 2022, a code of conduct, specific to the FFF”, continues the email.
Before adding: “This Code therefore aims to help all FFF employees identify risky situations and find appropriate responses, both individually and collectively”. It addresses the various themes of the “ethics and compliance” policy, “linked to corruption, influence peddling and other breaches of probity”. This email recalls the principle of a whistleblower. “The whistleblower is a natural person who reports or discloses, without direct financial compensation and in good faith, information relating in particular to non-compliance with the FFF’s code of conduct, a crime, an offence, a threat or damage to the general interest.”
Attached, a document on the facts of “harassment or sexist acts”
Attached to this email, an element which is gaining momentum with the recent controversies around the 3F, a document which lists the procedure for reporting facts of “harassment or sexist acts”. In this document, the authors recall the legal definitions of moral, sexual and sexist harassment. Then a description of reporting procedures and investigation procedures around these facts. This document was signed on May 17, 2022, during the CSE, by the general manager of the FFF, Florence Hardouin.
As a preamble to this file, the French Football Federation recalls that in order to “guarantee a calm climate, to promote the well-being of its employees”, the FFF makes the improvement of the quality of life at work “a major focus of its human resources policy”. This document repeats that its purpose is to “promote the freedom of speech”. This document has been appended since May 17, 2022 to the internal regulations of 3F.
What concerns several employees of the Federation this evening is the timing of this email (sent this Tuesday to all employees of the FFF). “Very curious” for some, “a response to recent news” for others.
